Mark A. Testoni
President and Chief Executive
Mark Testoni has been President and Chief Executive of the company since 2011 with responsibility for management, sales, consulting, product support, and go-to-market strategy for SAP's most secure and sensitive U.S. government markets, customers and partners. Prior to assuming this position, Testoni served as President of SAP Public Services.
Before joining SAP, Testoni spent more than nine years at Oracle, where he was responsible for building the company's application business within the Department of Defense. He was an architect of some of Oracle's most significant business systems wins, including the largest ERP project in company history, supporting the U.S. Air Force.
Testoni has more than 14 years of IT industry expertise and 30 years of public sector experience.
Testoni is a graduate of the University of Tampa and holds an MBA from Southern Illinois University. He served for 20 years in the U.S. Air Force, where he specialized in financial management, information technology and logistics. He is a member of the American Institute of Certified Public Accountants; a member of the board of directors of Integra Realty Resources (IRR), a nationwide commercial real estate consulting firm; and an editorial advisor to ExecSense, a service of the Financial Times.
Senior Vice President and General Counsel
Dale Chakarian Turza is the Senior Vice President and General Counsel of SAP National Security Services, Inc.® (SAP NS2®). Prior to joining SAP NS2, Dale was a Partner in the White Collar Defense and Complex Litigation Group of the New York law firm Cadwalader, Wickersham & Taft, LLP, and, prior to that, she was a Partner in the global law firm, Clifford Chance Rogers & Wells, LLP. With over three decades of experience, Dale is a nationally recognized expert in issues relating to national security, corruption, commercial and arms exports, boycotts and economic sanctions. In private practice, she represented many U.S. and foreign defense contractors, industrial companies, financial institutions, and news organizations, among others, and she handled numerous enforcement actions, internal investigations and compliance matters over the years.
Dale received her B.A. degree summa cum laude in 1971 from Connecticut College for Women, where she was a member of Phi Beta Kappa. She obtained her M.A. degree in 1974 from Columbia University and a J.D. degree in 1978 from the Georgetown University Law Center where she was editor of the Journal of Law and Policy in International Business. She has lectured extensively and has contributed numerous articles to the New York Law Journal, Asia Law and the Petroleum Economist.
Dale is a member of the District of Columbia Bar. Her professional affiliations include the Bar Association of the District of Columbia and the American Bar Association. She is past Vice Chair of the ABA's Task Force on Professional Responsibilities Regarding Money Laundering and past Vice Chair of the ABA's Task Force on International Standards for Foreign Corrupt Practices. Dale is the Chairman Emeritus of the Board of Directors of the Alumni Association of the Graduate School of Arts & Sciences of Columbia University, a 2011 Columbia University Alumni Medalist and a past Trustee of Connecticut College.
David A. Erley
Chief Financial Officer
David Erley is the chief financial officer for SAP NS2. He is responsible for all financial activities, including forecasting, business planning and analysis, driving finance efficiency and profitable revenue growth for SAP NS2. He was previously the CFO of SAP Canada, in Toronto Canada with over 2,000 employees and $700M in revenue and prior to that he was previously the vice president for the North American Services organization where he was responsible for $1.5B in revenue and the overall financial plans, forecasting and budgeting for the consulting and education lines of business. David reports directly to Mark Testoni, the CEO of SAP NS2.
David joined SAP in 1998 as a senior financial analyst. During his tenure with the company he has held numerous finance and management related positions including: senior director of finance supporting strategic industries, inside sales and the small and medium enterprises sales line of business.
Prior to joining SAP, David worked in various finance and business related positions at VerticalNet, Deloitte and Touche, Cox Enterprises and Bass Worldwide.
David is a certified public accountant and a graduate of Georgia Southern University with a bachelor of business administration in accounting. He is a member of the American Institute of Certified Public Accountants.
Senior Vice President and General Manager
As Senior Vice President and General Manager, Robert Butler is responsible for all customer support and security operations.
Prior to joining the company, Butler was the President of CGI-AMS Secure, Inc., which he founded and led subsequent to the acquisition of American Management Systems (AMS) by CGI, a Canadian corporation. At AMS prior to the acquisition, he served as Vice President responsible for various segments of AMS' public sector business over a 25-year career. His AMS responsibilities included numerous large, complex ERP implementations for federal, state, and local government clients. He was also general manager of AMS' national ERP practice for state and local governments, including license sales, implementation consulting services, customer support centers, and product development.
He is a member of the Intelligence and National Security Alliance (INSA) and the Armed Forces Communications and Electronics Association (AFCEA). Butler received his B.A. degree summa cum laude from Johns Hopkins University, where he was a member of Phi Beta Kappa. He obtained his MBA degree with distinction from Carnegie-Mellon University.
Senior Vice President and General Manager, Cloud Operations
Carmen currently serves as the General Manager of the Cloud line of business for SAP NS2® (SAP National Security and Services®). Carmen is responsible for the stand up and operation of the SAP NS2 Cloud business.
Prior to this position, Carmen served as Vice President of Sales, leading the U.S. Federal Sales team across the Federal government, Aerospace, and Defense markets.
Since joining SAP, Carmen has had a unique career, holding both sales and strategy positions. She started in 2005 as an Industry Principal developing the overall industry strategy and solution direction for the Federal government market. Next, she led a team of Solution Principals focused on the rollout of new solutions and products. In 2008, Carmen moved into a direct sales role, assuming the position of Account Executive for strategic customers in Aerospace and Defense and State and Local Government.
Carmen began her software career at Siebel Systems and worked in a variety of positions to include identifying investment targets for the Venture Group, sales operations for the head of global sales and also product marketing for the Public Sector team.
While in law school, Carmen joined the United States Navy JAG Corps. She was first assigned as Trial Counsel representing the Government in court-martials and administrative proceedings. She also served as the principal legal advisor to the Navy's Basic Training Center while managing the RTC Legal Office.
Carmen holds a J.D. from the UCLA School of Law and a B.S. in political science from Arizona State University. She is admitted to practice in the State of Arizona.
Senior Vice President, SAP Consulting, and Leader of the Professional Services Business
As the Consulting Leader within SAP NS2, Harish Luthra is responsible for leading successful program oversight, staff development in North America, and business development. The consulting organization he heads also liaises with SAP's solution management and development teams to enhance client success.
Prior to joining SAP NS2, Luthra was the National Vice President of SAP Public Services, having started the Federal Professional Services practice in 1999. In this role, Luthra was responsible for Professional Services sales and delivery for the federal government (defense and civilian), state and local governments, aerospace and defense corporations, and higher education institutions. His successful project implementations have included the IRS IFS, USPS Human Capital Enterprise, U.S Army Medical Materiel Agency (TEWLS), Commonwealth of Kentucky, and the cities of San Diego and Portland.
Steven P. Fehr
Senior Vice President, Sales and Business Development
Steven Fehr joined SAP National Security Services in 2013, with more than 25 years of experience managing businesses in commercial and government sectors worldwide.
Previously, Fehr served as Vice President of Aerospace and Defense for SAP Public Services. At SAP, Fehr oversaw the entire portfolio of SAP's aerospace and defense work, including software sales and licensing, education and training of clients, and providing strategic consulting services.
Prior to his work for SAP, Fehr served as Executive Vice President for Government Services at the Brooks Group, a practice he initiated for the company. In this position, Fehr he was responsible for global operations management, strategy implementation and operational-improvement services for private-sector companies and government agencies.
Fehr has also held numerous management and executive positions at BearingPoint, Inc., a major systems integration and management consulting firm.
A graduate of the U.S Naval Academy in Annapolis, MD, Fehr has served as a Captain in the United States Marine Corps. He holds a Masters of Business Administration degree from National University, San Diego, California.
Senior Vice President
With more than 25 years of information technology experience, Ron Police is Senior Vice President for SAP NS2, with a primary focus on corporate development.
Previously, Police served as a Vice President for Apple Inc., where he was responsible for business-to-government markets. At Apple, Police implemented strategies to boost revenue and profitability, spur interest in the Mac, and launch mobility solutions for use by local, state, and federal governments.
Prior to his work at Apple, Police spent 17 years at Oracle Corporation, serving as Senior Vice President of Higher Education and Healthcare Sales, Senior Vice President of Sales Operations, and Vice President of DoD and Intelligence Operations for Oracle Service Industries.
In 2012, Police established a consulting business focused on strategic planning, marketing, and sales strategies for technology companies. He has also been actively involved in numerous technology trade associations and has participated in several advisory boards for technology companies in the Washington D.C. area.
A 1982 graduate of Penn State, Police has a Bachelor of Science degree in Business Logistics. He also completed an executive studies program at the University of Virginia's Darden School of Business and a leadership development program at The Center for Creative Leadership in Colorado. He currently serves as an advisor to Penn State's College of Information Science and Technology.
Vice President, Business Development
Joseph Kernan, Vice Admiral, U.S. Navy, retired, is Vice President of Business Development for SAP National Security Services (SAP NS2). After 36 years of active duty service in the Navy, with deep experience in special operations and international affairs, Kernan brings an expert's perspective to the task of advising SAP NS2 and its customers on national security and technology.
Kernan spent the early part of his career as an engineering officer on Navy surface ships before joining the Navy Special Warfare/SEAL community in 1981. He operated in many regions over 25 years and became Commander of Naval Special Warfare Command in 2007, overseeing all resourcing and readiness issues for nearly 8,000 personnel. He subsequently returned to the fleet as Commander of U.S. Naval Forces Southern Command/U.S. Fourth Fleet, managing naval sea, air, and land activities in the Caribbean and Central and South America. He served for two years as Senior Military Assistant to former Defense Secretary Robert Gates, where he was involved in various aspects of the Secretary's U.S. and overseas engagements, Defense Department strategy, and resource planning and operations globally.
Most recently, Kernan served as the Deputy Commander of the U.S. Southern Command, where he led efforts to resource and coalesce the strategies of the U.S. military, other U.S. government agencies, and other nations in the hemisphere.
Throughout his career, Kernan has worked extensively with U.S. and foreign leaders to strengthen national, regional, and global security as well as facilitate diplomatic, economic, and humanitarian initiatives.
Vice President for Human Resources
Laura serves as the Vice President for Human Resources for SAP National Security Services® (SAP NS2®). In that role, Laura is responsible for human resources and recruitment for the company.
Carmack's background and expertise include more than 21 years in human resources, with 16 of them being with Sybase, Inc. At Sybase, Inc. Laura was responsible for human resources for all of North America Sales and Services as well as Latin America. She has planned, implemented and evaluated employee relations as well as human resources policies, programs and practices.
Laura has also worked at Societe Generale in New York for several years in their human resource department in charge of their stagiaire program. This was where her HR career began after several years of teaching French at various private high schools.
Carmack is a graduate of Gettysburg College, where she majored in French with a concentration in Education.
Vice President, Business Development
Phil Freedenberg has been Vice President of Business Development since 2011 and has served in key roles with SAP since 2007, including strategic account management in both DoD and the aerospace and defense sector. He brings 25 years of experience in defense operational requirements and a track record of success and business growth across the defense and technology industries.
Prior to joining SAP, Freedenberg was deeply involved in the development of the aerospace and defense practice at KPMG/BearingPoint. As Managing Director/ Partner of the defense OEM portion of the business, he built successful and lasting partnerships across the spectrum of technology partners, systems integrators, and government customers. Earlier in his career at KPMG, Freedenberg served as business financial manager for an ACT-I weapon systems program and as strategic advisor to the CIO at the Naval Air Systems Command.
Previously, Freedenberg gained international corporate experience as a director of business development and marketing in an emerging business unit at Eastman Kodak Company. Establishing key partnerships with technology leaders in the U.S. and Asia, he help launch an entrepreneurial start-up business inside the large multinational company.
Freedenberg began his professional career as an officer in the United States Marine Corps. As a naval aviator, he flew assault support missions during Marine Expeditionary Unit deployments, and served in various maintenance and quality assurance leadership roles. A 1987 graduate from the University of Rochester, he went on to earn his master's degree in business from Boston University in 1995.
Director of Marketing
As Director of Marketing for SAP NS2, Kristen Sanchez is responsible for marketing strategy and execution for the company.
Sanchez's background and expertise includes more than 14 years in public sector marketing and communications. Prior to joining SAP NS2, she served as an Industry Marketing Director at SAP Public Services, focusing on the Federal and defense sectors. Before joining SAP, Sanchez spent five years at Oracle where she held both sales and field marketing positions focusing on the public sector market. Sanchez has also held account executive positions at INPUT and Upstart Vision, a public relations firm focusing on technology start-ups.
Sanchez is a graduate of Radford University, where she majored in communications with a concentration in public relations.
