Harish Luthra is the chief executive officer of SAP National Security Services, Inc. (SAP NS2®). SAP NS2, a
U.S.-based, independent subsidiary of SAP®, delivers SAP innovation to public sector and critical
infrastructure industries. As CEO, Harish oversees SAP NS2’s engagement with customers to provide secure
and compliant solutions, including intelligent cloud enterprise, customer success services, product support
to align with market trends and ensure regulated customers can adopt the benefits of SAP technology.

Harish joined SAP in August of 1997. He began his career as a consultant and immediately made an impact
within the organization as he founded the SAP Federal Professional Services practice in 1999.

In 2008, Harish became national vice president of the SAP Public Services Consulting business, and he was
responsible for sales and delivery to the federal government (U.S. DoD and Civilian Departments/Agencies),
state and local governments, aerospace and defense corporations, and higher education institutions. This
began Harish’s experience with regulated industries, and it allowed him to gain a deep understanding of the
special security requirements of government entities.

In 2011, Harish joined SAP NS2 and began focusing his efforts on the needs of public sector and regulated
industries. Given his role with Public Services Consulting, he was well-equipped to support SAP NS2’s
mission of executing secure cloud strategies that protect the nation’s most critical data.

Harish’s past roles have allowed him to gain a wholistic business experience – encompassing client
engagement, program management, project implementation, program oversight, staff and business
development, and more. As a leader within the Public Services, he gained direct experience with regulated
customers such as IRS , CBP, USPS, U.S. Army, US Navy, DLA, City of Portland, Commonwealth of Kentucky,
City of San Diego, Lockheed Martin, among others.

Today, Harish has helped SAP NS2 establish themselves as the secure cloud services provider for regulated
industries across The Five Eyes intelligence alliance (Australia, Canada, New Zealand, the United Kingdom,
and the United States). Alongside his leadership, SAP NS2 and SAP work to securely transform customer
operations and ensure mission critical data is handled in alignment with government compliance standards.

Harish holds an MBA from the University of Maryland, College Park and is a member of World 50, Executive
Mossiac, and WashingtonExec professional organizations.

Joseph Moreno is the General Counsel of SAP National Security Services, Inc. (SAP NS2). Prior to joining NS2, he was a Global Litigation partner with Cadwalader, Wickersham & Taft LLP in the firm’s New York and Washington DC offices. With over twenty years of experience advising clients in the defense, technology, cybersecurity and financial services sectors on complex litigation, regulatory and compliance matters, Joseph is an internationally recognized practitioner and has frequently appeared on BBC, CNN, Fox News, MSNBC and other networks to comment on national security and law enforcement topics.

Before private practice, Joseph served as a federal prosecutor at the United States Department of Justice in the National Security Division’s Counterterrorism Section, where he investigated and prosecuted international money laundering, terrorist financing, and other financial crimes. He was also appointed a Special Assistant United States Attorney for the Eastern District of Virginia where he prosecuted a wide variety of criminal cases and successfully argued before the Fourth Circuit. In 2014, Joseph was appointed as a consultant to the Federal Bureau of Investigation (FBI) where he served on the staff of the FBI’s 9/11 Review Commission. He has also testified before Congress on matters involving lone wolf terrorist financing.

A decorated combat veteran of Operations Enduring Freedom and Iraqi Freedom, Joseph is a Lieutenant Colonel in the United States Army Reserve and has served on active duty in Europe, the Middle East and Africa. In 2004 he was awarded the Bronze Star Medal for his service in Iraq. Joseph is a recognized expert in the area of international and operational law, and currently serves at Headquarters, Department of the Army, at the Pentagon.

Joseph earned his undergraduate degree from Stony Brook University, his law degree from St. John’s University School of Law, and an M.B.A. from St. John’s University Peter J. Tobin College of Business. He is a member of the bars of New York, Virginia, and Washington DC, and is admitted as a solicitor in England and Wales. Joseph is also a certified public accountant (CPA).

David is the Chief Financial Officer for SAP NS2. He is responsible for all financial and information technology activities, including forecasting, business planning and analysis, driving finance efficiency and profitable revenue growth for SAP NS2. David reports directly to Harish Luthra, the CEO of SAP NS2. David has held various roles across SAP since 1998. David is a certified public accountant and a graduate of Georgia Southern University with a Bachelor of Science – Business Administration in accounting.

Kim Kasprow serves as President of NS2 Mission for SAP National Security Services (SAP NS2) where she leads the national security mission-focused software and services lines of business comprised of three acquisitions—Volume Integration, Technology Management Associates, and Apex Expert Solutions. She is a founding leader of the NS2 Women’s Initiative Network (WIN) Employee Resource Group.

Kim joined SAP NS2 in 2016 through the acquisition of Volume Integration, LLC. Under Kim, Volume Integration increased Volume Analytics software sales by triple digits and won a $235M competitive contract within the IC. Kim has over 20 years of Business, Program Management, Operations and Finance experience, with extensive experience in the Federal Government, IC sector.

Prior to joining Volume Integration, Kim spent over 11 years with The Boeing Company where she advanced through a number of leadership roles and to include running large IC software development program.

Kim holds a Master’s in Management: Information Systems and Services from University of Maryland, a B.A. in Business Administration from Saint Leo University and a Master Certificate in IS/IT Project Management from Villanova University.

Emily Gyory is the Chief Financial Officer for SAP NS2. Emily is responsible for all financial activities, including budgeting, forecasting, business planning and analysis, driving finance efficiency and profitable revenue growth for SAP NS2. Emily has been with SAP since 2008, joining SAP NS2 in 2019. Emily started her career in public accounting. Emily graduated from Villanova University and received her master’s degree from the University of Virginia. She now resides in Pennsylvania with her husband and two children.

As President, NS2 Enterprise Security & Support, Robert Butler is responsible for all customer support and security operations. With over 40 years of information technology experience, he leads the company’s U.S. based secure support for government and critical infrastructure organizations that use on-premise SAP or SAP Cloud solutions. As the company’s Chief Security Officer, his leadership and expertise are focused on cybersecurity, information security, facility security, FOCI mitigation and compliance.

Prior to joining the company, Butler was the President of CGI-AMS Secure, Inc., which he founded and led subsequent to the acquisition of American Management Systems (AMS) by CGI, a Canadian corporation. At AMS, prior to the acquisition, he served as Vice President responsible for various segments of AMS’ public sector business over a 25-year career. His AMS responsibilities included numerous large, complex ERP implementations for federal, state, and local government clients. He was also general manager of AMS’ national ERP practice for state and local governments, including license sales, implementation consulting services, customer support centers, and product development.

He is a member of the Intelligence and National Security Alliance (INSA) and the Armed Forces Communications and Electronics Association (AFCEA). Butler received his B.A. degree summa cum laude from Johns Hopkins University, where he was a member of Phi Beta Kappa. He obtained his MBA degree with distinction from Carnegie-Mellon University.

Laura Carmack is the Chief Human Resources Officer (CHRO) at SAP NS2, where she is responsible for developing and executing the overall people strategy, including staffing, talent management and retention, compensation and employee relations.

Laura brings over 30 years of experience as a human resources leader in the federal technology space.  She began her career in HR at Societe Generale in New York, running  the stagiaire program, utilizing her French fluency in recruiting interns from abroad.  Following this position, Laura joined Sybase, Inc. where she began her human resources career, supporting North America sales and services divisions, across commercial and federal space.  Following SAP’s acquisition of Sybase, Inc. in 2010, she joined SAP NS2, where she has since led HR since 2010. In 2015, Laura was instrumental in the creation of NS2 Serves, a program that provides free IT training and career placement to post- 9/11 veterans. Since its inception, 330 veterans have graduated from the program, all of which were placed in a career by Laura’s tireless efforts. Prior to her HR career, Laura  she was a French high school teacher and basketball coach at Blair Academy.  

Laura holds a bachelor’s degree in French and education from Gettysburg College, and attended a master’s program in Angers, France.  She  resides with her husband and three children in Ocean City, NJ.

Pete Mattimore is the Senior Vice President of sales for the SAP NS2 Secure Cloud business. He joined SAP in 2016 to lead the Regulated Industries line of business for the company’s Human Capital Management (HCM) business. Pete then joined SAP NS2 in January of 2019. Prior to this, Pete held numerous senior management positions at PTC, including running all Public Sectors. Most recently Pete served as Vice President of North America Sales at Stratasys, the world’s largest 3D printing company.

Pete completed his bachelor of science degree from Bowling Green State University. He resides with his wife and three children in Cleveland, OH.

Admiral Joseph D. Kernan, USN, Retired, has rejoined the firm’s executive team as Vice President of Business Development to help provide powerful solutions to the national security community. Kernan brings his 40 years of active duty and government experience from service in the special operations community and the Office of the Secretary of Defense to SAP NS2. He helps SAP NS2 customers strengthen security and run efficient organizations through the use of world-class technologies.

Prior to SAP NS2, Mr. Kernan served as the Under Secretary of Defense for Intelligence (USD(I)) from November 2017 through Nov. 10, 2020. He was unanimously confirmed by the United States Senate in November 2017.

As the USD(I), Mr. Kernan was the principal intelligence, counterintelligence and security advisor to the Secretary of Defense (SecDef), and the SecDef’s principal representative to the Intelligence Community. He also was dual-hatted as the Director of Defense Intelligence in the Office of the Director of National Intelligence, and reported to the DNI in that capacity. He exercised authority, direction, and control on behalf of the SecDef over the National Security Agency/Central Security Service, the Defense Intelligence Agency, the National Geospatial-Intelligence Agency, the National Reconnaissance Office, and the Defense Security Service. Mr. Kernan established policy and priorities; and oversaw the Defense Intelligence Enterprise, consisting of more than 110,000 component employees, and an annual budget of over $54B.

Prior to serving as the USD(I), Mr. Kernan served in a variety of positions from 2013-2017, including: Board Director and Senior Vice President of Corporate Development and Marketing for SAP National Security Services; Advisor for JLM Companies; Chairman of NS2 Serves, a Non-profit training and employment program for veterans and Board member for the National Navy SEAL Museum.

As National Vice President of Cloud Go To Market (GTM) and Asset Management teams for SAP NS2, Lillian Chang is responsible for the cloud portfolio and partnerships for the company. She is focused on working delivering secure solutions for our customers taking in consideration demand, pricing and distribution. She also manages the NS2 physical cloud environment, including software, hardware and services to ensure cost optimization.

Lillians’s background and expertise includes more than 20 years working at SAP with roles in presales, solution management and commercialization. Prior to joining SAP NS2, she served as a Customer Solution Director at SAP Regulated Industry, focusing on the Federal, Defense and State & Local sectors. Before joining SAP, Lillian spent five years in consulting and working on SAP and other software solutions.

Harvey Rishikof is a Visiting Professor of Law at Temple University Beasley School of Law. He is involved in a number of legal-policy projects sponsored by the MITRE FFRDC, the MacArthur Foundation, the Center for Strategic International Studies, the Hewlett Foundation and the National Academy of Sciences.

Professor Rishikof is the former Director of Military Commissions and Convening Authority at DoD, and the co-chair of the ABA National Task Force on Cybersecurity and the Law. Most recently he was senior counsel at Crowell & Moring, dean of faculty at the National War College, and held a joint appointment at Drexel University in the law school and the iSchool, College of Information Science and Technology.

Professor Rishikof’s last government position was senior policy advisor to the director of national counterintelligence at the Office of the Director of National Intelligence. Before joining the government he was at the National Defense University, National War College in Washington, D.C., where he served as professor of law and national security studies, and also chaired the department of national security strategy. He specializes in national security law, international law, media, civil liberties, civilian/military relations, governmental process, and the U.S. Constitution.

Professor Rishikof’s career includes experiences in the private sector, academia, and public service. He is a lifetime member of the Council on Foreign Relations and the American Law Institute. He is the chair of the advisory committee for the ABA Standing Committee on Law and National Security; he also serves on the Board of Visitors for the National Intelligence University, as an advisor to the Harvard Journal on National Security, on the U.S. Board of Wilton Park, as a Visiting Distinguished Research fellow of the Center for Strategic Research at INSS at NDU, and as outside director for Chicago, Bridge and Iron (CBI).

As dean of the Roger Williams University School of Law, Bristol, Rhode Island (1999-2001), Professor Rishikof introduced courses in national security law and the Constitution, in cooperation with the Naval War College. He was also legal counsel to the deputy director of the Federal Bureau of Investigation. As Administrative Assistant to the Chief Justice of the Supreme Court (1994-96), Professor Rishikof, a former federal court of appeals law clerk in the Third Circuit for the Honorable Leonard I. Garth, served as chief of staff for the Chief Justice and was involved in general policy issues concerning the federal court system. In this capacity, he acted as liaison to the Executive Branch, Congress, the Federal Judicial Center, and the Administrative Office of the United States Supreme Court. For a number of years he was a Tutor in Social Studies and the Government Department at Harvard University. He was in private practice in Boston with Hale and Dorr.

Professor Rishikof has authored many publications and monographs and co-edited a book, Patriots Debate (2012). His most recent book publication is The National Security Enterprise: Navigating the Labyrinth (2009, 2nd ed 2017).

Lance Petty is a finance, operations, and supply chain professional with over twenty-seven years of leadership experience. Lance serves as the COO of NS2 Mission where he is leads the development and execution of the operational and financial strategy. Core to this responsibility is developing and leading an organization committed to stakeholder success through first time quality, timely execution, and a focus on value creation. Prior to joining NS2, Lance was with The Boeing Company where he led the Potomac supply chain organization for the autonomous systems portfolio and all purchase services under Boeing Defense, Space, and Security. Prior to joining The Boeing Company in 2011, Lance served as the CFO for Solutions Made Simple, Inc. (SMSi). As the CFO of SMSi, Lance was responsible for all financial, operational, and contractual elements of the company and ultimately the coordination and management associated with the sale of SMSi to The Boeing Company in 2011. Prior to SMSi, Lance served in several finance and operations leadership roles for such companies as Intel Corporation, Credence Systems, and Sequent Computer Systems in Portland, Oregon. Lance started his professional career as an options trader and arbitrage analyst on the Chicago Board Options Exchange. Lance possesses a BS in Finance from West Virginia University and an MBA from the College of William and Mary.

Arvind Gidwani has over 25 years of experience in the technology sector and over 14+ years in Cloud-based platforms. He currently leads the Cloud Technology, Engineering & Operations for Single Tenant Cloud.

Arvind joins SAPNS2 from MapR, where he was the CIO and general manager responsible for driving a pure cloud strategy across the company’s business and engineering operations. He established Managed Services line of business from ground-up supporting all hyperscalers, including closing the first few major customers. He led the development of the automation required to support the service. Before MapR, Arvind was responsible for managing the global infrastructure operations for the Oracle Managed Cloud (Private/Hybrid) as well as the delivery of the cloud infrastructure for Oracle’s public PaaS and IAAS platforms. Before Oracle, Arvind was the Head of Cloud Operations at SAPNS2, supporting SAP on HANA and HCM cloud. Before his position at SAPNS2, Arvind was responsible for managing global infrastructure operations at SuccessFactors/SAP where he re-architected the largest commercial subscription-based Software as a Service (SaaS) during a massive period of growth (from 13 million to 28 million subscribers). While at SAP, Arvind was responsible for the initial launch of HANA as a service. Arvind has held senior positions in the past at Qualcomm, Lytx, Nirvanix, Cisco, and Applied Materials. He serves on the advisory board of several startup companies and has multiple patents, personally, in the technology space.

Greg is a 25 year veteran of the enterprise software industry. Prior to joining SAP NS2 is 2013, Greg led global technology and product support teams for The Vanguard Group, Primavera Systems, PeopleSoft/Oracle and SAP America. Greg is a proud “girl dad” raising three daughters with his wife Kim and their three dogs, Bentley, Sunshine and Wesley.

Winson Cumberland is the National Vice President of Multi-Tenant Cloud Operations for SAP National Security Services (NS2). The Multi-Tenant environments include Human Capital Management and Business Technology Platform solutions. In this role, he led the creation of the cloud organization and the build of the SuccessFactors application, one of the first Software as a Service (SaaS) solutions of its size to be FedRAMP authorized. A champion of leading edge technology, Winson was the first to run multiple SuccessFactors environments in AWS GovCloud as well as being the first production SAP SaaS product to run on containers. Winson continues to embrace new technology, successfully and securely implementing new SAP products within the NS2 environments.

Prior to his role at SAP NS2, Winson spent three years at the Consumer Technology Association (CTA), operators of the world’s largest trade event, the Consumer Electronics Show (CES). At CTA, he led the Information Technology and Application Development organization and oversaw the technical requirements of CES. Over his 25-year career in technology, he has worked for such companies as 3Com, Plateau Systems, and SuccessFactors. He has also served on the customer advisory board of AWS GovCloud.

A graduate of George Mason University, Winson is an avid marathoner who also enjoys baseball and being outdoors with his family.

As Vice President of Sales for SAP NS2, Kristina Goumas is responsible for a multi-million dollar line of business, supporting customers with a National Security focus.

Ms. Goumas’ background and expertise includes 20 years in the public sector.  Ms. Goumas has lead government agencies and corporations through strategic software maintenance acquisitions.   She has maintained year-over-year revenue growth, enabling her team to be recognized for surpassing revenue goals for the last 17 years.  Prior to joining SAP NS2, she served as Director for Sybase Federal, focusing on Software Maintenance Sales in the Federal and Defense sectors. Ms. Goumas’ expertise includes leading successful and strategic account management in the Department of Defense, the Intelligence Community and Civilian agencies.

Ms. Goumas is a graduate of UNH, where she majored in Business Administration at the Peter T. Paul College of Business & Economics (formally Whittemore School of Business & Economics). She has served for 17 years as a board member of National Philoptochos Society and in 2016 joined the Board of Directors at HAVEN, the largest violence prevention and support services agency in NH. Ms. Goumas is honored to be part of HAVEN. She recognizes that sexual assault, domestic violence and stalking knows no boundaries. No color, no gender, no race, no class, no age. She serves as an “ambassador” for this messaging to end violence locally and globally.

Vernon is a successful Senior level Sales and Strategic Programs Vice President, with more than 30+ years of executive leadership experience in Federal and Commercial Information and Technology businesses’. Having worked for industry leaders such as HP, EMC, Sybase and SAP NS2.

At SAP NS2, Vernon is currently responsible for the go-to-market sales strategies and tactics that will enhance the customer experience with SAP NS2 3rd Party Software and Solution offerings.

Over his many years of experience , Vernon has successfully held numerous executive leadership roles, as well as advised, implemented and provided strategic guidance to his customers / partner businesses’ through their various stages of IT evolution i.e. Cyber Security and Risk Mitigation,  Application and Mobile Security , “Big” Data Management, and transition to the Cloud.

Beyond the traditional business challenges of revenue generation, Vernon has assisted his clients to embrace and address the new paradigms, which they confront as industry challenges:
Threat Finance; Intelligence and Information Sharing; Cyber Security and Personal Identification Information (PII) data protection; Countering Violent Extremism and Counterterrorism; Counter Intelligence; and Information Governance, to name a few.

He is a member of the Intelligence and National Security Alliance (INSA) and the Armed Forces Communications and Electronics Association (AFCEA). Butler received his B.A. degree summa cum laude from Johns Hopkins University, where he was a member of Phi Beta Kappa. He obtained his MBA degree with distinction from Carnegie-Mellon University.

Admiral Joseph D. Kernan, USN, Retired, has rejoined the firm’s executive team as Vice President of Business Development to help provide powerful solutions to the national security community. Kernan brings his 40 years of active duty and government experience from service in the special operations community and the Office of the Secretary of Defense to SAP NS2. He helps SAP NS2 customers strengthen security and run efficient organizations through the use of world-class technologies.

Prior to SAP NS2, Mr. Kernan served as the Under Secretary of Defense for Intelligence (USD(I)) from November 2017 through Nov. 10, 2020. He was unanimously confirmed by the United States Senate in November 2017.

As the USD(I), Mr. Kernan was the principal intelligence, counterintelligence and security advisor to the Secretary of Defense (SecDef), and the SecDef’s principal representative to the Intelligence Community. He also was dual-hatted as the Director of Defense Intelligence in the Office of the Director of National Intelligence, and reported to the DNI in that capacity. He exercised authority, direction, and control on behalf of the SecDef over the National Security Agency/Central Security Service, the Defense Intelligence Agency, the National Geospatial-Intelligence Agency, the National Reconnaissance Office, and the Defense Security Service. Mr. Kernan established policy and priorities; and oversaw the Defense Intelligence Enterprise, consisting of more than 110,000 component employees, and an annual budget of over $54B.

Prior to serving as the USD(I), Mr. Kernan served in a variety of positions from 2013-2017, including: Board Director and Senior Vice President of Corporate Development and Marketing for SAP National Security Services; Advisor for JLM Companies; Chairman of NS2 Serves, a Non-profit training and employment program for veterans and Board member for the National Navy SEAL Museum.

Tim Chase retired in 2020 as a Principal with Deloitte Consulting, where he was a leader within the U.S. Government and Public Services (GPS) practice. Deloitte GPS provides consulting, risk advisory, and financial advisory services to Cabinet-level agencies in the U.S. government, and to U.S. States, local governments, and higher education institutions.
Over the period of 27 years, Tim worked across the Department of Defense and Intelligence Community (IC) in support of their transformation challenges, business process improvement efforts, and strategic management initiatives. He held leadership roles in both business development and service delivery, including his most recent role as the Lead Client Service Partner (account leader) for Deloitte’s Defense Intelligence business. He also served in several internal leadership roles, including CFO of Deloitte’s GPS business from 2016-2019, where he was responsible for full life cycle pricing, contract and financial management support, and business planning and analysis. He has current US Government security clearance at the TS/SCI level.
Prior to working at Deloitte, Tim held Government consulting leadership roles at both BearingPoint and KPMG. Earlier in his career, he worked for seven years as an industrial engineer in commercial manufacturing environments. Tim is certified in production and inventory management, and holds both a Bachelors degree in Industrial Engineering and an MBA with a concentration in Finance from Virginia Tech. He also serves as the President of the Virginia Tech MBA Advisory Board.

Harvey Rishikof is a Visiting Professor of Law at Temple University Beasley School of Law. He is involved in a number of legal-policy projects sponsored by the MITRE FFRDC, the MacArthur Foundation, the Center for Strategic International Studies, the Hewlett Foundation and the National Academy of Sciences.

Professor Rishikof is the former Director of Military Commissions and Convening Authority at DoD, and the co-chair of the ABA National Task Force on Cybersecurity and the Law. Most recently he was senior counsel at Crowell & Moring, dean of faculty at the National War College, and held a joint appointment at Drexel University in the law school and the iSchool, College of Information Science and Technology.

Professor Rishikof’s last government position was senior policy advisor to the director of national counterintelligence at the Office of the Director of National Intelligence. Before joining the government he was at the National Defense University, National War College in Washington, D.C., where he served as professor of law and national security studies, and also chaired the department of national security strategy. He specializes in national security law, international law, media, civil liberties, civilian/military relations, governmental process, and the U.S. Constitution.

Professor Rishikof’s career includes experiences in the private sector, academia, and public service. He is a lifetime member of the Council on Foreign Relations and the American Law Institute. He is the chair of the advisory committee for the ABA Standing Committee on Law and National Security; he also serves on the Board of Visitors for the National Intelligence University, as an advisor to the Harvard Journal on National Security, on the U.S. Board of Wilton Park, as a Visiting Distinguished Research fellow of the Center for Strategic Research at INSS at NDU, and as outside director for Chicago, Bridge and Iron (CBI).

As dean of the Roger Williams University School of Law, Bristol, Rhode Island (1999-2001), Professor Rishikof introduced courses in national security law and the Constitution, in cooperation with the Naval War College. He was also legal counsel to the deputy director of the Federal Bureau of Investigation. As Administrative Assistant to the Chief Justice of the Supreme Court (1994-96), Professor Rishikof, a former federal court of appeals law clerk in the Third Circuit for the Honorable Leonard I. Garth, served as chief of staff for the Chief Justice and was involved in general policy issues concerning the federal court system. In this capacity, he acted as liaison to the Executive Branch, Congress, the Federal Judicial Center, and the Administrative Office of the United States Supreme Court. For a number of years he was a Tutor in Social Studies and the Government Department at Harvard University. He was in private practice in Boston with Hale and Dorr.

Professor Rishikof has authored many publications and monographs and co-edited a book, Patriots Debate (2012). His most recent book publication is The National Security Enterprise: Navigating the Labyrinth (2009, 2nd ed 2017).

The Honorable Ellen E. McCarthy is the ChairWoman and CEO of the Truth in Media Cooperative. She is also an Adjunct Professor at the University of Maryland and sits on advisory boards for Penn State Applied Research Lab, Oak Ridge National Laboratory, SAP NS2, Fortem Technologies, Exiger and Babel Street providing firsthand insights on artificial intelligence, cyber security, effective leadership, driving innovation and digital transformation.
Ms. McCarthy has over three decades of national security service in a variety of leadership roles spanning numerous intelligence organizations and disciplines. Most recently appointed Assistant Secretary of State for the Bureau of Intelligence and Research, confirmed by the U.S. Senate, and sworn in on
January 17, 2019. In this role she reported to the Secretary of State and led a team that provided
intelligence insights and activities to support foreign policy and national security purposes. In particular
she focused on advancing INR intelligence integration across the State Department especially the
missions and embassies around the world, expanding outreach, diversity and partnerships, and driving
innovation.
From 2015-2018 she served as Chief Operating Officer of the National Geospatial Intelligence Agency
where she helped the Director lead the agency and drive transformation with a specific focus on
leveraging private sector tools and capabilities and focusing government resources on unique and vital
national security capabilities. She also championed agile governance, recruitment and retention of a
diverse workforce.
From 2004 to 2008, Ms. McCarthy was the Director of the Human Capital Management Office and the
Acting Director of Security and Senior Policy Advisor in the Office of the Under Secretary of Defense for
Intelligence (OUSD(I)). At DoD, she focused on policy development and strategy relating to intelligence
reform, resource management, acquisitions, collection authorities, and personnel. Ms. McCarthy also
served the Director of Intelligence Operations, Strategy, and Policy for the United States Coast Guard
(USCG) and played a critical role in moving the USCG intelligence program into the IC, establishing
Maritime Intelligence Fusion Centers, expanding USCG attaché presence worldwide, and establishing new
intelligence and law enforcement collection capabilities.
Ms. McCarthy started her government career as an all source intelligence analyst at the Office of Naval
Intelligence and at Atlantic Fleet.
Ms. McCarthy’s government service was reinforced by experience gained in the private sector. From
2016-2019 she served as President of Noblis NSP, leading its mission to provide cybersecurity and data
analyst tools and services to clients in the Intelligence Community (IC). From 2008 to 2012 she served as
the President of the Intelligence and National Security Alliance (INSA), which supports government policy
and programs relating to cyber security, counterintelligence, acquisition, and homeland security.
Before joining the IC, she served as a technical research analyst at the Institute for Defense Analysis
supporting the Strategic Defense Initiative Organization and a reporter at THE Capital newspaper in
Annapolis, Maryland. Ms. McCarthy is a graduate of the University of South Carolina and holds a Master’s
Degree in Public Policy from the University of Maryland.

General (Retired) John F. Campbell retired from the US Army on 1 May 2016 after 37 years of active duty service. He was most recently the Commander of all US and NATO Forces in Afghanistan from August 2014 to March of 2016. He also served as the 34th Vice Chief of Staff of the U.S. Army; the second highest ranking officer in the 1.1 million US Army. General Campbell has commanded at all levels of the Army, from a company of paratroopers, to a Special Forces Operational Detachment Alpha, to a light infantry battalion, to a brigade of paratroopers in the 82d Airborne Division to the Commanding General of the famed 101st Airborne Division.

General Campbell has deployed multiple times to both Iraq and Afghanistan and has over 54 months in combat. He holds a Bachelor of Science degree from the U.S. Military Academy and master’s degrees in Public Administration from Golden Gate University and an honorary MS in National Security Strategy from the Army War College. During his military service, General Campbell earned a number of individual and campaign awards and decorations to include the Defense Distinguished Service medal, three Distinguished Service Medals, the Defense Superior Service Medal, three Legions of Merit, three Bronze Star Medals, the Combat Infantry Badge and Combat Action Badge, Master Parachutist Badge and the Ranger and Special Forces Tabs. He currently serves on several corporate boards and veteran non-profit boards and is the Chairman for Army Emergency Relief (AER) and Chairman for NS2 Serves.

Ken Rapuano is a Distinguished Research Fellow at National Defense University, and an independent consultant and senior advisor to organizations seeking expertise and advice across a diverse range of national and global security issues.

Ken’s over 36 years of experience in the national defense and security fields includes service in the Marine Corps, with deployments in Iraq and Afghanistan; and senior executive positions in the defense industry, two FFRDCs, the Department of Energy, the White House, and the Department of Defense.

Most recently, from 2017 to 2021, Ken served as the Assistant Secretary of Defense for Homeland Defense and Global Security. In this role, he developed policy guidance and advice for the Under Secretary for Policy and the Secretary of Defense. Specifically, Ken oversaw planning, capability development, and operational implementation to assure warfighting and national security advantage in the critical mission areas of Cyber Policy; Space Policy; Countering WMD; Defense Continuity & Mission Assurance; Homeland Defense and supervising Defense Support of Civil Authorities activities of the DoD; and as Principal Cyber Advisor to the Secretary of Defense.

In the GW Bush Administration, he served as the Deputy Homeland Security Advisor to the President, and Deputy Under Secretary of Energy for Counterterrorism.

These experiences have provided Ken an in-depth understanding of the most significant security threats facing the Nation, and very practical perspectives on the most effective approaches to prioritizing challenges, framing objective outcomes, developing clear courses of action, coalescing buy-in of key stakeholders, and aggressively executing strategic plans to achieve results.

Ken holds a bachelor’s degree from Middlebury College, and a master’s degree in National Security Studies from Georgetown University.

Betty Sapp previously served as Director of the National Reconnaissance Office, overseeing the agency that coordinates the launching, targeting, and use of U.S. spy satellites, as well as the analysis of evidence collected from them.

Betty began her government career as an officer in the United States Air Force, specializing in acquisition and financial management. She served in business management positions in the NRO, program element monitor at the Pentagon for the MILSTAR geosynchronous communications satellite system, program manager for the Navy’s FLTSATCOM radio communications satellite program at the Space and Missile Systems Center in Los Angeles, and manager of a joint-service development effort for the A-10 engine at Wright-Patterson Air Force Base in Dayton, Ohio.

After joining the Central Intelligence Agency, Betty was assigned to the NRO, where she held several senior management positions, leading to her appointment as deputy director for business plans and operations in 2005. In 2007, she took on the role of acquisition and resource director for the under secretary of defense for intelligence. In 2009, she was promoted to principal deputy director of NRO. And, in 2012, Betty was selected to lead the NRO.

Betty holds a B.A. in Business Administration and an MBA from the University of Missouri, Columbia.
